Pursuant to the Criminal Justice Act (CJA), 18 U.S.C. §3006A, our office represents indigent defendants before the United States District Court of the Virgin Islands, the Third Circuit Court of Appeals, and the United States Supreme Court.

Our mission is to provide high quality legal representation for our clients. Our attorneys vigorously defend individuals accused of a variety of federal offenses. We are committed to ensuring that the right to counsel, which is guaranteed by the Sixth Amendment and CJA, is enforced on behalf of individuals who cannot afford counsel.

We also serve as a resource for the District’s CJA Panel Attorneys and local criminal defense bar by staying on the forefront of important changes affecting the federal criminal justice system, as well as issues that affect our clients’ successful defense.

Your Employee Rights and How to Report Wrongful Conduct

Judiciary employees have informal and formal options to correct and remedy such wrongful conduct, or violations of other employment rights, under their court’s EDR Plan. The Office of the Federal Public Defender of the Virgin Islands has adopted its own plan based on the 2021 Model Federal Public Defender Office (“FPDO”) EDR Plan. Judiciary employees are also encouraged to report such wrongful conduct – whether they are subjected to it or observe it – as soon as possible to whomever they are most comfortable: their supervisor or unit executive; their local Employment Dispute Resolution (EDR) Coordinator or Circuit Director of Workplace Relations (“DWR”); the National Judicial Integrity Officer at the AO; or any judge. Employees may confidentially report workplace harassment or abusive behavior to any of these individuals, and can also report such behavior anonymously through the Judicial Integrity Officer, by calling 202-502-1603.
